About the Culture and Science Park
The Renmin University of China Culture and Science Park is one of China’s premier university-linked science parks with a focus on culture and creative industries. We take pride in being innovative and incubating solid and unique brands in the culture and science industries in China. Properties of the Culture and Science Park
The Culture and Science Park is strategically located within the Zhongguancun and University Area. It is a high quality development with good transportation (subways and public transportation) and well thought out links to Renmin University’s academic and research facilities and services.
As part of the Zhongguancun Culture and Creative Industry Base, it is within power of the national copyrights trading base and Z-Park Management Committee to provide flexible office accommodations and preferential policies for businesses set up by those who return with degrees from top universities abroad.
From the opening of its first building on November 11, 2004 to today, we have grown into a well-developed structure. Today we have:
- Culture Plaza, an advanced office building with top-of-the-line facilities.
- Xingfa Plaza, a property for start-ups and small businesses.
All in all, this adds up to 67,000 sq meters of office space, facilities and property in general.
Structure and Objectives
The Renmin University of China Culture and Science Park was established in 2004 as a wholly owned company of the Renmin University of China. It is also a major venture in the expansion of the Renmin University of China, led by the Ministry of Education and the Beijing Municipal Government.
The objectives of the University in establishing the Culture and Science Park were:
- Investing in the culture and creative industries and property development.
- Generating the right environment for the new culture and creative businesses of the 21st century.
- Stimulating an increased rate of interaction between the University and culture and creative businesses – to the benefit of both.
- Accelerating the development of the culture and creative business sectors in the region, as well as building an example of a university culture and science park that can be emulated in the future.
The Culture and Science Park is aiding the growth of young companies by providing services and added value to them. Our businesses can benefit from the superb links with the University for recruitment and placement purposes, and the prestigious address that comes with being part of the Renmin University of China Culture and Science Park.
Business Support Program
While property is the most tangible feature of our Culture and Science Park, we have also developed a range of business support policies tailored to the needs of culture and creative businesses:
- Premium Rent
* Start-ups established by those who have returned with overseas degrees may enjoy free rent for 40 sq meters for the first year (excluding management fees)
* Start-ups established by anyone else may enjoy a subsidy of 0.5 yuan per day per sq meter (excluding management fees)
- Once approved, culture and creative companies in the Culture and Science Park may be subject to all the preferential policies enjoyed by the high-tech enterprises in Z-Park, including preferential taxes, preferential policies at the national level, the Beijing Municipal level, and the Haidian district level.
- Start-ups established by those who have returned with overseas degrees may apply for a maximum 100,000 yuan fund as start-up capital. Those who meet certain requirements will receive such funds. These funds are established by the Z-Park Management Committee to aid business development.
- Those who have returned with overseas degrees to set up businesses in the Culture and Science Park may enjoy preferential treatment in applying for a Beijing hukou for themselves and their families, in buying their own houses, and in sending their children to schools in Beijing.
- Those start-ups with good performance may be subject to certain interest rate discounts and secure loans when applying for bank loans.
- Start-ups and businesses in the Culture and Science Park may be subject to financial subsidies provided by Z-Park and the Beijing Municipal Government in applying for intellectual properties, technology transfer, introducing advanced technologies from domestic and overseas markets, enterprise listings and other activities.

Key Events
- 2003-07-23:The Renmin University of China Culture and Science Park was listed as a science park at the Beijing municipal level.
- 2004-11-08: The Culture and Science Park officially opened.
- 2005-11-11: The Culture Plaza of the Culture and Science Park was completed and started operation.
- 2005-12-16: The Z-Park Management Committee and the Renmin University of China signed an agreement to establish the first science park focused on the culture and creative industries.
- 2006-04: The Culture and Science Park greeted the first business established by those who returned with overseas degrees.
- 2006-09: The Culture and Science Park co-hosted the first-ever International Copyrights Forum (Beijing), with the topic “Development and Innovation in Copyright-Linked Industries”.
- 2007-05: The Renmin University of China formally established a limited liability company to be in charge of the development and operations of the Culture and Science Park.
- 2007-08-06: The National Copyright Administration made a formal written reply to establish the “copyrights trading base” at the Culture and Science Park. On October 30, the status was formally recognized by the General Administration of Press and Publication.
